Medicaid Home Care for Children in Colorado

A-1 Home Care Services Inc. helps eligible children and families receive approved in-home support through Colorado Medicaid programs.

Children with medical, physical, developmental, or daily care needs may qualify for help at home through Health First Colorado,  Community First Choice (CFC), IHSS, CES, PASA

Support at Home for Children and Families

Children with special health care needs may require daily help with personal care, supervision, routines, mobility, hygiene, or health-related tasks.

A-1 Home Care provides caregiver support in the child’s home when services are approved by Medicaid and included in the authorized care plan.

Services may include:

  • Personal Care Support
    Bathing, hygiene, dressing, grooming, toileting, mobility, transfers, feeding support, and daily routines.
  • Homemaker / Daily Living Support
    Meal preparation, light housekeeping related to the child’s care, laundry, and support with safe home routines when authorized.
  • Health Maintenance Activities / IHSS Support
    Health-related tasks may be available when ordered, approved, and supervised according to Medicaid rules.
  • PASA / CES Services
    For children who qualify through developmental disability programs, approved services may include Community Connector, Respite, Youth Day Services, Homemaker / Extraordinary Cleaning, or other waiver-specific supports when included in the service plan.

Who May Qualify

Your child may qualify for Medicaid-paid home care if the child:

  • Is enrolled in Health First Colorado or may be eligible for Colorado Medicaid.
  • Needs help with daily activities such as bathing, dressing, eating, toileting, mobility, or safety supervision.
  • Has a medical, physical, developmental, or behavioral condition that requires ongoing support at home.
  • Has services approved through a doctor, case manager, care coordinator, or Medicaid authorization process.

Medicaid Programs A-1 Can Provide Services Through

A-1 Home Care Services Inc. works with approved Colorado Medicaid programs that allow eligible children and families to receive care and support at home.

Services must be approved by Medicaid, included in the child’s service plan, and authorized before care can begin.

Community First Choice / IHSS

A-1 provides approved in-home support through Community First Choice (CFC) and In-Home Support Services (IHSS) for eligible Medicaid members.

Through CFC / IHSS, children may receive approved support with personal care, homemaker services, and health maintenance activities when authorized in the care plan.

This may include help with daily living needs such as hygiene, dressing, mobility, toileting, meal-related support, household tasks related to care, and approved health-related tasks.

A-1 can also support family-directed care models when allowed by Medicaid rules, including situations where a parent or family member may qualify to work as the caregiver.

Children’s Extensive Support Waiver — CES

A-1 also provides approved services for children who qualify through the Children’s Extensive Support Waiver (CES).

The CES Waiver may support children with intellectual or developmental disabilities who need additional help to remain safely at home and participate in daily family and community life.

Depending on the child’s approved service plan, A-1 may provide CES-related services such as:

  • Community Connector
  • Respite
  • Homemaker / Extraordinary Cleaning
  • Youth Day Services

Other approved waiver-specific supports when authorized

Services under CES must be approved by the case manager and included in the child’s plan before A-1 can begin providing care.

PASA Services

A-1 Home Care Services Inc. is also a PASA provider for approved services for children and individuals with intellectual or developmental disabilities.

PASA services are available only when the child qualifies for the appropriate Medicaid waiver and the service is included in the approved plan.

Approved PASA services may include:

  • Community Connector
  • Respite
  • Homemaker / Extraordinary Cleaning
  • Mentorship
  • Supported Community Connections
  • Youth Day Services
  • Personal Care

A-1 works with families and case managers to help coordinate approved PASA services and begin care after authorization is received.

Can a Parent or Family Member Be a Caregiver?

Yes, in some Medicaid programs, a parent or family member may be able to provide care for a child if all program requirements are met.

The family caregiver may need to:

  • Be hired by an approved agency.
  • Complete required documentation and training.
  • Follow the authorized care plan.
  • Use EVV or other required timekeeping systems.
  • Provide only the services approved by Medicaid.

Important: family caregiver rules depend on the program. Not every service allows a parent or legally responsible person to be paid.

How to Start Children’s Home Care

Step 1 — Apply for Health First Colorado

The child must have active Health First Colorado coverage or apply for Medicaid coverage.

Families can apply through Colorado PEAK or contact their county Human Services office.

Step 2 — Talk to the Doctor

The child’s doctor may need to document medical necessity, diagnoses, functional needs, and the type of help required at home.

Step 3 — Contact the Case Management Agency or Care Coordinator

A case manager or care coordinator reviews the child’s needs and determines which program may apply.

This may include Pediatric Personal Care, CFC/IHSS, CwCHN, CES, or another Medicaid program.

Step 4 — Choose A-1 Home Care as the Provider Agency

Once services are approved, tell the case manager or care coordinator that you would like to receive services from:

Step 5 — Begin Services After Authorization

A-1 can begin services after the care plan, authorization, schedule, caregiver setup, and required paperwork are completed.
