Colorado Medicaid & PASA Services

A-1 Home Care Services Inc. provides Medicaid-approved in-home care services for eligible Colorado Medicaid members.

Our services may include: Personal Care, Homemaker services, Health Maintenance Activities.

A-1 Home Care Services Inc  is also a PASA provider, supporting members with intellectual or developmental disabilities who qualify for approved waiver-specific services through programs such as DD, SLS, and CES.

PASA services may include: Community Connector, Homemaker / Extraordinary Cleaning, Mentorship, Individual Residential Services and Supports (IRSS), Respite, Personal Care, Supported Community Connections, and Youth Day services when authorized in the member’s plan.

We help families understand available care options, coordinate with case managers, and begin services after they are approved in the member’s care plan.

Who Qualifies for Medicaid Home Care

Medicaid home care services are typically available for individuals who:

  • Are enrolled in Colorado Medicaid
  • Require assistance with daily living activities
  • Qualify for IHSS or other HCBS programs

Eligibility and service hours are determined by the Medicaid program and case manager.

The Simple Path to Medicaid-Paid Home Care in Colorado with A-1 Home Care Services

In Colorado, Medicaid is called Health First Colorado. To receive Medicaid-paid home care, the member must first have active Health First Colorado coverage.

Request an In-Home Care Assessment

Medicaid approval does not automatically start home care. The member or family usually needs to contact the local Case Management Agency and request an assessment for Long Term  in-home Support Services LTSS.

In Colorado, the Case Management Agency depends on the county where the member lives.

Case Management Assessment and Service Plan

A Case Management Agency completes an assessment to determine what Medicaid long-term care supports the member may qualify for. This may include:

Community First Choice — CFC

CFC is now the main path for many basic in-home support services in Colorado. Including services such as Personal Care, Homemaker, Health Maintenance Activities, and certain self-directed service options.

HCBS (Home and Community-Based Services) Waiver-Specific Programs

In some cases, the member may also qualify for an HCBS waiver-specific program. A waiver helps determine why the member qualifies for long-term services and may include additional waiver-specific supports.

After the assessment, the case manager develops a service plan and authorizes approved services before care can begin.

Adult specific HCBS waiver programs include:

EBD Waiver — Elderly, Blind and Disabled
Adults with physical disabilities who need long-term support to remain safely at home or in the community.

SLS Waiver — Supported Living Services
Adults with intellectual or developmental disabilities who need support in the community but do not require continuous 24-hour residential supervision.

DD Waiver — Developmental Disabilities
Adults with developmental disabilities who need a higher level of support, including residential or 24/7 supervision.

CMHS Waiver — Community Mental Health Supports
Adults with serious mental health support needs who require long-term services to live safely in the community.

BI Waiver — Brain Injury
Adults who need long-term support related to a brain injury.

CIH Waiver — Complementary and Integrative Health
Formerly known as the Spinal Cord Injury Waiver. This waiver supports adults with qualifying nervous system or mobility-related conditions such as spinal cord injury, multiple sclerosis, brain injury, spina bifida, muscular dystrophy, or cerebral palsy with inability for independent ambulation.

Choose How Services Will Be Delivered

The member may choose different service delivery options depending on eligibility and approval.

Agency Model
A Medicaid-approved home care agency provides and schedules caregivers.

IHSS Model — In-Home Support Services
The member or family has more control over care and may be able to use approved family caregivers through an approved IHSS agency.

Authorization / PAR

Once services are approved, the Case Manager authorizes the approved hours or units. The agency can start services only after proper authorization is received.

Home Care Services Begin

After authorization is in place, the agency creates the care plan, schedules caregivers, documents services, and bills Medicaid for approved care.

Services We Provide

Our caregivers assist with a variety of daily living activities based on the authorized care plan.

Services may include:

  • Personal Care – Assistance with Bathing, Dressing, Hygiene, Mobility, and Other Daily Living Activities
  • Homemaking – Housekeeping, Meal Preparation, and Support with Household Routines
  • Health Maintenance Activities (HMA) – Authorized Health-Related Tasks Performed According to the Care Plan

All services are provided according to the care plan approved by the client’s case manager.

Caregiver Training

If a family member or relative would like to become the caregiver, prior professional experience is not required.

Our Registered Nurse (RN) provides the necessary training and guidance, including instruction on required care tasks and  HMA health maintenance activities, to ensure caregivers are prepared to safely support the client.

Caregiver Options

Depending on the Medicaid program, clients may have the option to receive care from:

  • A Trained Caregiver from Our Agency
  • A Family Member Who Will Be Employed as a Caregiver with All Required Training Provided
